ELS supports the AN/USQ-82(V) Program Office (NAVSEA 05H5 & NSWC Dahlgren W64). We provide the full range of Program Management; Acquisition Planning and Financial Support; Integrated Logistic Support (ILS); Engineering, System Engineering and Process Engineering; Configuration Management; Maintenance Group (MG) Support; System Software Element Support; Training; and, Field Engineering services. The AN/USQ-82(V) Data Multiplex System (DMS) / Fiber Optic Data Multiplex System (FODMS) / Gigabit Ethernet Data Multiplex System (GEDMS) is the mission critical, general purpose, control data, shipboard network for DDG 51 Class Ships. It transfers data for machinery, steering, navigation, combat, alarm & indicating, and damage control systems. This network interfaces with most of the major shipboard systems and is physically spread throughout the ship. DMS is the first generation network that was originally installed on DDGs 51 - 78. FODMS is the second generation network that was originally installed on DDGs 79 - 110. As part of Foreign Military Sales (FMS) Programs, it was also installed on ships of the Japanese Maritime Self Defense Force (JMSDF) and the Republic of Korea Navy (ROKN). GEDMS is the third generation network installed aboard new construction DDG 51 Class Ships, starting with DDG 111. It is also being retrofitted on DDGs 51 - 110 to upgrade DMS and FODMS. Through FMS, it is also being installed on new ships of the Royal Australian Navy (RAN), JMSDF and ROKN, as well as to upgrade FODMS. Additionally, GEDMS is part of the AEGIS Ashore ballistic missile defense system being exported to Romania and Poland. Representative support includes:
ELS provides direct support to NATO’s Evolved SeaSparrow Missile (ESSM) Program Office In-Service Support Engineering Manager, PEO (EXW) DN-54, and the NSPO Configuration and Data Manager, DN-542. The ELS Program Manager coordinates Configuration Audit data gathering and synthesis and develops final reports summarizing deficiencies and offering contingency resolutions in preparation for certification. ELS has coordinated the successful Independent Logistics Assessment (ILA) of ESSM in support of the Full-Rate Production decision. Additional support includes:
ELS supports the Combat Logistics Force (CLF) and Auxiliary Ships of the Military Sealift Command (MSC). These ships are the supply lines to U.S. Navy ships at sea and provide virtually everything that they need, including fuel, food, ordnance, spare parts, mail, and other supplies. CLF ships enable the Navy Fleet to remain at sea, on station, and combat ready for extended periods of time. All CLF ships are government-owned and are crewed by civil service mariners. Finally, ELS supports the Naval Construction Training Center (NCTC) located at Naval Base Ventura County (NBVC), Port Hueneme, CA. The NCTC provides a wide range of construction courses including "A", "B", "C" and "F" classes. We provide the administrative support needed to ensure successful training commences. A sample of this support includes:
- Provide oversight for design/development of GEDMS Navy training curriculum and design, installation, integration, and testing of GEDMS Navy schoolhouse;
- Develop/update GEDMS Interactive Electronic Tech Manuals (IETMs) for US Navy, JMSDF, ROKN, and RAN;
- Draft Procurement Requests (PRs) for GEDMS equipment procurement;
- Maintain & update GEDMS Task Planning Sheets (TPSs) and Obligation Phasing Plans (OPPs);
- Provide Independent Verification & Validation (IV&V) of GEDMS system software;
- Process Engineering Change Proposals (ECPs);
- Serve as Subject Matter Expert (SME) for Program Management, Engineering, and ILS for shipboard interior communications (IC) systems.

- Participation in Intermediate Level Maintenance Facility (ILMF) Working Groups;
- Membership in Configuration Management/Data Management Integrated Product Teams (IPTs);
- Maintenance of Change Notification (CN) database for tracking Class I Engineering Change Requests (ECRs) and Major Requests for Deviation (RFD) and Requests for Waivers (RFW);
- Review of impacts of ECPs on hardware production, delivery and installation schedules;
- Coordination of ECR reviews with various field activities and the NSPO on-site representative to Support Prime Vendor Configuration Review Board (CRB);
- Liaison with Naval Air Warfare Center (NAWC) Weapons Division (WD) Technical Direction Agent (TDA) for Test and Engineering services, Naval Surface Warfare Center (NSWC)/Port Hueneme Division (PHD), the In-Service Engineering Agent (ISEA), and NSWC/Corona, the agent responsible for pre-flight analysis data; and
- Review and Present Approval/Disapproval Recommendations of Prime and sub-vendor Engineering, Installation and Support Documentation.

- Track daily ship operations in order to maintain and update the databases which monitor ships that are Ready for Tasking (RFT) and not RFT due to CASREPs.
Finally, ELS supports the Naval Construction Training Center (NCTC) located at Naval Base Ventura County (NBVC), Port Hueneme, CA. The NCTC provides a wide range of construction courses including "A", "B", "C" and "F" classes. We provide the administrative support needed to ensure successful training commences. A sample of this support includes:
- Maintaining and managing the rosters of all on board students;
- Liaising with servicing Personnel Support Detachment on issues regarding staff and student personnel matter, coordinating resolution of pay and personnel issues, prompt service record entries, and coordinating all passenger transportation requirements in connection with permanent change of station order execution;
- Maintaining automated property account records;
- Printing and updating reports from information provided by instructors;
- Assisting instructors and students with graduation.
