In an effort to maximize efficiency and economy in the purchase of professional support services for the Naval Sea Systems Command (NAVSEA), SeaPort, an electronic procurement system for professional support services, was initiated in April 2001. In April 2004, this system was enhanced to address the engineering, technical, and programmatic support service requirements for the Warfare Centers.
Scope of ELS Contract No. N00178-04-D-4043: The CNO promulgated Seapower 21 in 2002 to provide a framework for the organization and integration of the US Navy to meet the many challenges that lie ahead. The Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) have aligned to meet the objectives of Seapower 21 by providing integrated support for twelve core Product Area Directorates. The geographically diverse NSWC and NUWC Divisions will provide day-to-day project management, planning, staffing, and project execution for these Product Area Directorates. In support of the twelve core product areas, ELS's Statement of Work (SOW) under Contract No. N00178-04-D-4043 defines the overarching requirements for providing engineering, technical, and programmatic support services for the Warfare Centers. It is anticipated that our task or delivery orders will span the entire spectrum of the current product areas, may include new product areas, programs, or missions assigned to the Warfare Centers during the life of the contract.
